This is not a developer project and not a finished house. It is one villa on one plot high above Chaweng Noi, built by its private owner to roughly three quarters and now offered exactly as it stands for 20,000,000 THB. What is on site today is the part that costs the most and takes the longest: a reinforced concrete frame stepping down the slope in separate volumes, the roof structures up and thatched, terraces and the external staircase poured, the openings formed, and the shell of a 10 by 4 metre infinity pool cast at the front of the living pavilion. What is not there is everything that comes after, and the seller's own list of what remains is interiors, fittings, systems, final finishes and the pool finish. On paper the design is four bedrooms and five bathrooms over two floors with a plant level of about 80 m2 below, 640 m2 of built area on 800 m2 of Chanote land, and the bedrooms are offset down the slope so that each one looks out over the water towards Koh Phangan. The seller puts the remaining work at about 12,000,000 THB and four months on a fixed contract with a builder he can introduce. That number is his, not ours, and pricing it independently is the first thing a buyer should do. Two other things belong in the same conversation before any money moves: the land is held through a Thai company rather than in a personal name, and the plot sits high enough on the hillside that Samui's environmental zoning applies to it. The seller states that a prior building permit, a house registration book, an official address and an electricity connection are already in place, and that what remains is finishing rather than structure. None of that is verified by us, and we would not want anyone buying on the strength of it. Chaweng Noi is the small bay south of Chaweng proper, closed in by the headland and quieter for it, and the hillside behind it holds some of the best sea views on the island. This villa sits high on that slope, above the roofline of everything below it, looking north east across the water to Koh Phangan. The seller puts the beach and the restaurants five minutes away by car. What matters more at this height is the zoning. Samui restricts what may be built on the upper part of its hillsides, and the seller's own material notes that the property falls within the island's environmental protection zoning while arguing that it is an existing registered house with a prior permit rather than a new application.
